How to learn this set

Group the near-synonyms by function instead of translation: zahlen/bezahlen for the act of paying, kaufen/ausgeben/der Kauf for the act of buying and spending, and Preis/Betrag/Summe for what's written on the bill. Notice that kostenlos and gratis both mean free but gratis is more casual and spoken, closer to English "free" at a market stall. Drill der Beleg, der Betrag, der Kauf, and der Preis together since all four are masculine, then test yourself by building one sentence per word using a real price, like "Der Kaffee kostet zwei Euro fünfzig."

Was ist der Unterschied zwischen bezahlen and zahlen?

Zahlen just means to hand over money for an amount, so you say ich zahle 20 Euro. Bezahlen focuses on settling what you owe for something or someone, as in ich bezahle die Rechnung or ich bezahle den Kellner. In everyday speech Germans mix them more loosely, but bezahlen is the safer default when a thing or person is involved.

Ist billig ein Kompliment oder eine Beleidigung?

Billig literally means cheap in price, but it also carries the English sense of cheap as low-quality or tacky, so calling a product billig can sound like an insult even if you just mean it cost little. If you want a neutral compliment for a good deal, use günstig or preiswert instead.

Warum gibt es zwei Wörter für Quittung und Beleg?

Die Quittung is specifically the paper you get from a cashier confirming payment, like a shop receipt. Der Beleg is the broader term for any document proving a transaction happened, including invoices and bank statements, so a Quittung is one type of Beleg.
